Medicare Entitlement as applicable to COBRA Insurance: The concept of Medicare "entitlement" is frequently misunderstood by employers and employees alike. To be entitled to Medicare, the following conditions must be true: the individual is eligible for Medicare benefits; the individual has taken the steps required to enroll in the program; and the enrollment in Medicare Part A or Part B has become effective.
