		<description>my mom was recently notified that through an audit Medicaid discovered she did not enroll back in 2008, nor did she use medicaid at that time.  They billed her for late enrollment, and all the back interest.  She had no idea this money was owed until 2013.  She payed that $350.00 hesitantly, but they are now charging her $5.90 a month as a penalty fee.  Is this fair, or are the taking advantage of an old lady.  It is worth stating that she received 6 or 7 bills telling her she had a zero balance for all those years, for which she has kept records.</description>
